you cannot gift red paint, oil or heaters as they are not on your list. Currently you canonly receive them as gifts or collect from elvesin your and neighbor cities.

I am trying to figure out what determines what can be gifted. Like some can gift heaters, and some snowballs and others red paint. Is it random or do they have something that allows them different gifts?

quest items are random but regular gifts are classified by what gift category, you fall in.

I believe their is a thread about this.

I will see if I can find it for you.
