Actually it needed 3, I had two, but it said still need one even after I received one as gift from @Harcourt

Actually, there’s a new system from GI.

So, if you haven’t started the building, you can only get 1 item from watching ads.

When you have started building, then the rest will be available via video ads.

I just built a couple buildings too, that’s how it works now.
