My maximum is 1,593. It doesn't include 18 stars from the defunct Russian event, but includes 10 destinations, 30 stars from Down the Rabbit Hole event (back in 2020 they were replaced by regular destinations plus Wonderland, but later were reintroduced) and 10 destinations, 30 stars from Thanksgiving Day event (since 2020 4 of them were replaced by regular destinations).
As a split:
- 101 regular destinations (available all the time) = 303 stars plus 9 destinations = 27 stars from World of Wildlife event, availlable permanently and not disappearing when event is not active.
- 96 Excavations / Adventures destinations = 288 stars, map needed
- 50 Alliance map destinations = 150 stars, purple map needed
- 50 Alliance tasks destinations = 150 stars, up to three destinations available weekly through alliance tasks
- 15 green / blue / red maps destinations = 45 stars, green / blue / red map needed
- 3 space launch missions = 9 stars, green / blue / red Launch Pad needed
- 16 regular heli destinations = 48 stars, Heli pads needed
- rest is event flights (both planes and helis), available only while the respective even is active (my event flight destinations are 200, incl. the 9 destinations from World of Wildlife events or 191 excl. them).
