This is a bug that has been around for a long time. At times, when you invite a neighbor and they accept, you are included on their neighbor list but they are still on your waiting list. What has worked is if you delete the person on your waiting list and they delete you on their neighbor list and then they invite you. Alas, sometimes it does not work.

I managed to build my city to 810 population when I should only have 720 (place new buildings at the same time and they won't add to your population until they are completed). This means I cannot build any VIP Lounges or Retro Movie Theaters.
I want to complete the Cinemania quest and the only way I can do that is by visiting neighbors and clicking on your VIP Lounges and Retro Movie Theaters.

by the way items for fuel station like reinforced frame and triple wire cannot be gifted they have to either bought or you need to fly for it.
