How do we know that there's building limit in this game? From ToS?
So enjoy the game. If GI give you 10 Black Condors, enjoy it. If GI allow you to build 100 Rocket Gardens, enjoy it.
But if GI take your reward box from your warehouse, report it. 😃

The conclusion is that the first players accidentally noticed the error and took advantage of it. Others deliberately cheated when they performed certain actions to set up over-limit buildings.
