It is not going to deter very many cheaters I am certain of that. I do find it funny how some which used the 10 building bug and others to get to a very high level within the game and likely have mass quantities of items defending these actions.

Being just half way does not ensure 1st, unfortunately. The game allows players to add more than necessary so to ensure first you would have had to be at 1181/2000 That is half way plus half of a PEB+1, always add 181 to the half way point and you are good.
