You should do adventure flights or join QL launches to get silver tokens, so that you can build a Grand Hotel, which increase your population by 300.

I believe I'm relatively small for alliance (still flying mainly jets and collecting stars from jet's destinations).
What I do for tokens is to get high ranks in the weekly top100 rankings. Just last 6-8 weeks I'm flying almost only in quests (since begin of November two weeks Dark Skies, two weeks Thanksgiving and now two weeks Back to School) so I don't manage to fly for tokens
