I found this on my neighbor list. Anyone know of a level 3 player with 999 stars. Only thing I can think of is a botched restore. I decided not to add as a neighbor.

The game glitches sometimes following a reinstall/transfer. When you re-download you must get to L3 to get neighbour rights. Odds are the server hasn't caught up - if you leave it sat there for a while I would imagine the level will jump shortly to L80.
