What the hell happened to my neighbor?

nearly 95% of buildings are kinda "deactivated", and only very few are normal. I found this since Sept.23 and the city is still available for visits.

@GiftXchange I think this is because of this update. Who knows what is happening on G! servers... Should be back to normal after update...

@Gt city this is doubtful, GI failed to present the update to WindowsPC platform. "Big Promises=Big Fail (c)GI".
I can only assume Manny's game has crashed this bizarre way, but I've never seen other cases like this.
Let's hope s/he is in process of restoring it, the city is fairly good developed and the player is a good trader.
