Fuel Sale there, then not?

Just a few minutes ago, I saw a notice on my AC for the massive $5 fuel sale (I think it's like 3000 fuel). Then when I clicked away, it disappeared and now I can't see it at all.

Did anyone else have a glitch like this? As you might imagine I'm always looking for fuel.

I think it usually coincides with a new event.
I know it is hard to believe, but you must have seen a glitch ?
