It is exactly what I meant, and the increase would be 1 1x1 and 1 2x2 now that I see it and count again. Edit: And yes, it is the best coverage of buildings by the visa center but probably not the best overall city plan.

I totally get the 1 police station as asked in the original question vs the picture you just showed. The edited photo with my awesome drawing allows you to put 1 additional 1x1 building into the effected radius of the visa center with 1 police station. That is the point that I am trying to make.

You aren't maximizing with that layout. The outer 4 corners should be your 2x2 buildings and the top row should be 3 1x1s in the middle and 2 2x2s on the outer corners. See my awesomely edited photo below. The circled corners on the bottom row should be 2x2s. The squares on the top row...

As the alliance owner put a ticket into G! to see if you can get the appropriate gifts/rewards as if the member had never been removed. You might get them or you might get the typical response that everyone else gets. Either way expect your ticket to be closed before the issue is resolved.
