You can send only gifts you have in your gift list (for building items you have only 1 out of 4 required items so there is 75% chance that you don't have that specific item). If you have that item you can send it as every other gift (pick gift and send it to right person or go to neighbor list...

As @Davescharf said gifts from neighbors is only option and it is either gyro or alti. It would be wise to plan in advance to stash some of both when you are going to use planes who require it for repairs.
