You can contact GI support to see if they can restore your game for you. You must give them your old game code and new game code (play until level 5). You might lose a few day's progress and some neighbours.

@Pit1024 observed correctly that Fighter Jets "always" drop Hydraulic Tool but revert to "often" when you collect the UFO collection. So resist the temptation to click "collect" to maintain 100% hydraulic tool drop. @greensmith, this is a great tip for beginners of the UFO quest the next time...
