You are right - I did miss it --- I thought for sure this had to be a glitch and would have never have thought to look for the information about this there!

This is a bit much even considering it's GI. Upgrading a powerful oil refinery to lebvel 3 to get 40 more fuel supply can't cost 2000 greenies --- was this suppose to be 200??? (even at that amount it is way too expensive)
