You only get those destinations as part of alliance tasks, and from the tasks that are assigned to you based on your fleet it is random if you get one of them.

If 2000 coins is too much for you, then the excavation maps are too early for you in the game and you probably won't have the resources to fly enough to get the collections. Wait for the moment when you laugh about 2000 coins to buy the maps.
