Android Stabilizer before Lv30

Hi newbie here with a question.

Is there a way to get a stabalizer before level 30, currently 3 of my cities have been hit with magnetic storms and one of them is an alliance route so I am hoping to open it up quick so I can finish the task. I only joined the alliance Sunday and don't want to let them down.

I am only on Lv24 so I have a while before I can get them the normal way and it is having a flow on effect as I can now not get radar and radio transmitter drops due to the shut down routes.
