Windows New account with Fuel 20?

I want to create an account which can gift Fuel 20. I tried about 4 new account on my windows 10 laptop (by uninstall/reinstall game). But everytime, I got an account with Pax10 in the gift list. Is Fuel 20 removed from new account's gift list?

I am just doing the same thing. Just uninstalling first attempt as like you say lvl 10 said pax(10). Will let you know how i get on

Well i must be blessed today, second go i got the fuel(20). Well that's what it says but is greyed out obviously at the moment cos I haven't reached that level.

@Blue Jay Do you check the gift list at level 3 (or level 5)?
