Android Maximum # for Russian quest hangars

I am not allowed to build any more than 3 hangars for the Russian Victory Day quest.
Some players built 6, another player could build only 2.
Looks like Russian quest hangars are considered as same type of hangars for Santa's jet sleighs. I have 3 Santa's hangars, so I can build only 3 more hangars for the Russian quest.
If you don't have any Santa's hangars, you can build all 6.

My question is,
is this by design or is this a bug?

IMO that is not a bug.
That's the quota for small quest planes.
So that we have to find the requirements for the hangar every time the quest restart
Makes the strategy for finishing the quest more tricky.

But for me the Russian quest is more easier that Christmas quest.
So 3 green hangars is max.

@Jay J This is a quota for small quest planes. 6 hangars is max. I am trying to combine them with Santa quest, there is much harder to get items from flights, so i have 4 santa hangars and only 2 green for russian quest.
Since new button for finishing quest it is super, so i had time to get 3rd star on Jumbo destination, otherwise i would autocomplete...
