Launch Pad 2

So I need to build the launch pad 2. I tried removing my launch pad so I could build launch pad 2, but I could not remove it. I also cannot upgrade the original launch pad. Does this mean I have to waste open space elsewhere to build a duplicate launch pad? If so, I guess I am not building it as I do not have enough airport cash to expand and I am not going to get rid of buildings that I need that provide passengers and money.

original launch pad is consider an essential piece of the game. therefore cannot be deleted only moved.

Then you will have to wait but the game will not proceed very far as the building and launching of a second level rocket is linked to several quests and need to move ahead in the next few levels.
