Fuel catalyst packs are the first star reward for alliance map flights. This is their main source, not buying in the store.

that was missing from the wiki, thanks for pointing that out. corrected.

I'd comment however it's only the primary source for members of top100 alliances, all others don't have a chance to fly purple maps (but they still can buy them from store)
