I am on windows 8.1. Any reason why Airport City won't load?

New Airport City? New Windows upgrade?

What is the current reset strategy? The software directories appear to have changed.

Says I am up to date.

Now loads, but has to restart everytime I return to game after leaving to do other stuff.
