Android Can no longer move buildings or move around with keyboard

Months ago my niece cracked her touchscreen so she could no longer use the touchscreen and relies on the keyboard. Before the update, she could move around or move buildings with the keyboard. Now she cannot. The arrow no longer sticks when you press on it. It moves around freely pressed down or not.

Note: She uses an Android tablet.

Update: She can still scroll up and down on the flight and collection lists. It seems it is only the city where the pointer won't stick when pressed.

Update: When she clicks on a building nothing happens. For example, if she clicks on the repair base, nothing happens.
