Add air national guard facilities

Could have fighters jets, transport and troop carriers, helos, etc. Military missions could be performed like routine patrols, pilot ranking, disaster relief aid, city supplies, hurricane hunters, etc.

At least for an event, that would be pretty nifty. I like the idea of flying disaster relief missions, or supporting things like artic science missions.
