Nope, you're doing nothing wrong, its a bug in the game. Theres been a few threads on this in the past - Below is the most recent one. Hopefully Road404 will fix this in an upcoming update. https://www.airportcitygame.com/threads/no-guest-planes-requiring-passengers-in-windows-8.6566/
