I am in an alliance level 4. So, 8 members are allowed. But, we are only 4. So 12 tasks are needed. Currently, we made 3 tasks and we have 25% (3/12) ! It would show that it is about "real" members and not max members ! But, maybe, when there is only one member in the alliance it doesn't work...
