Clock Tower House seems to be the Singer House in St. Petersburg, Russia. Specifically, it is the Christmas facade of that building. The only problem is that the real building lacks a clock (!!). But the rest matches pretty darn well. (https://en.wikipedia.org/wiki/Singer_House)
