I had the same problem when adding Dave as neighbour. When adding two other users it all worked without any problem. My solution was: deleting the request to Dave and asking Dave to add me as a neighbour, so I have to accept him. Mysteriously that worked...

I think it is an extra award earning reputation and coins. Because of that, it does not make any sense building special shops just to get some collectable items. But it is an extra for those who have already built the needed shops/buildings and want to play with that anyway.
