Yes it is possible to go over the required amount needed to launch. If you want to leave a launch open but ensure first is secured you need to add half the points plus 181 ( which is 1 point more than a pow. exp. bolt) So for green that is 981 points, blue it would be 1181, and red would need 1681.

Well save lots of fuel finish flights as quick as possible before they get to expensive. Actually MS has offered subscriptions through microsoft accounts for quite some time. What Ivan said was they don't have a subscription service they can use which is not to say they don't have one at all. Though I wouldn't do this for the specific set of rewards it would be interesting to know...
