It was not a useless building in the early stages of the game. Now it is less useful but GI deemed an essential building. No you can not sell, it maybe possible to store but is not worth The money. If you do not use it, just place it in the corner of your airport and forget about it.

Click on it and then click on the planes that the stamp generates. It is usually 5 flights, no drops and is only good to be used during the event where it counts. You can use it outside of the event but the planes do not count towards anything.

no, it should not be lost. If your device is rooted, you should be able to make a current back up which is transferable to your new device. GI can also help depending on the what device, the most you can lose is a couple of days.
