I have noticed that you do need to have the level 8 buildings. I only have one level 8 building and the others are still at level 7. I received just one new item to gift for the new buildings after the update. And that new gift pertained to the building that I have for level 8. Hope this...

I always click those buildings that drop for the space flights: planetarium, training center, red launch pad, green launch pad and the 3rd level mission control. The reward is highest by finishing the collections for the infrared telescope and the lunar rover.
