Short answer is unfortunately not. If you click on these buildings (after the 5 clicks) in your neighbours' cities, you'll see that they do not drop collection items. Alternatively if you click on the items in your collection tab, you'll see that they only drop from your own buildings but not...
It’s “seldom” that neighbour mushrooms drop knives. It’s “very seldom” that our mushrooms drop mushrooms. So what’s the probability of seldom * very seldom of turning neighbour visits into mushroom collections! :)
Do you do daily gift trading? It’ll be helpful to have some reliable neighbours. I’m happy to trade gifts every day or two but need you to update your game name to include items you want.
I noticed that the reputation points (hearts) are not collecting when I visited neighbours today.
Before clicking on anything, I had 643 reputation points and 8 visits.
After collecting 5 mushrooms, I still had 643 reputation points but only 7 visits. I also did not notice the "red heart"...

Setting the item limit based on number of skill stars suddenly sounds like a good idea ;) New players start with 100 limit, and they can get to 1200+ after 5 years or so.

This makes sense to me. If events have time triggers to end, it might be feasible to have time triggers to begin as well? And for the weekly airship visits/cash sale/land sale, they are all time-triggered.
