The advantage of using an Android is being able to change your Username to include things that you need. Unfortunately, iOS cannot do that, so I really need to check the forum if I want to see what iOS neighbours need. However this unfairness is not one of Game Insight's making ;) !

Yes, this workaround works if your population is at the borderline. It is not very useful for those who have to delete 1/2 of the city.
