I deleted a few Universities (24 pop), Post Office (20 pop) & Car Dealerships (22 pop), and got the total below my max pop, and then I was able to build a Xmas Gift Shop (very important as it drops Continent Gifts).

Although Solar Collectors are supposed to drop from neighbours' Astronaut Academy, it never does! My advice is to fly to a couple of planes in tandem to North or South Observatory, these flights are more likely to drop Solar Collectors.
