So you left 1420 in the launch, a PEB is a value of 360 so if your ex neighbour have put in 1400 then hit PEB his/her total would be 1760 and allow to take first. One thing i learnt very quickly was to only have forum members as neighbours then communication is easy and this sorta thing doesnt...

Just got pay a visit to Madlen then return to your airport, then click on the launch and you should see it Also make sure you have started the same colour launch as your neighbour (i know this bit is a bit obvious sorry)

Shouldn't need a reboot just a quick visit to Madlen, that always works for me without the reboot

Also try switching you tablet off completely and then restarting - that more often than not works for me
