Do you have videos? If so... Go to the game and click on the plus sign next to the pass tally. Then click on the icon for the Delivery Date bonus and watch the video to get a free one. Task done :-)

It drops "very seldom". Best thing to do it to use bonuses that increase drop % (like Sky Captain or Reliable Crew). Of course, complaining on the forum is a tried and true way to get the drop :D Good luck!
