To be fair, it's triggered the +8 alliance bonus points, as can be seen in the bottom of the screenshot.

Which would be super-sparkly if alliance destinations went to excavation sites. One can't fulfil alliance obligations with that strategy.

The way to look at it is to think that your runways are doing nothing for most of the time, so do you need a third runway or can you use that space more productively?
