Yes, Small hangars are the ones for attack planes (Russian mission) or the X-mas hangars for sleighs. If you make them empty by selling your attack planes and sleighs (check your stock if you have enough attack planes/sleighs to replace them in the future, or deserve new ones in coming quests)...
