It might be a possibility. If I recall right, they are based in Europe (UK I think), and with the outbreak in Italy and the rest of Europe feeling the effects of it, they very well could've closed up shop for a while

They are from Lithuania. Don't think it's hitting too hard over there, but I might be mistaken.
I'm not seeing the update in the app store. Given the lack of event and info it might just be a bug fix for something.
Though you'd expect patch build number increment rather than a minor build number increment.

E.g. 7.12.xx rather than 7.13.yy

New event hasn't started yet though! They call it "The Spring Wind"

Description sounds the same as The Spring Has Come from last year. Just a different event name. But maybe there will be some diffferences.
