Thanks all. I found that if I have enough coins for upgrade, I could bypass those required items; but I will have unfinished quest(s).

1.) Yes, you can bypass some required items, by just building the next level of the building.

But: 2.) Pay attention, it might be possible, that you upgrade for example the terminal to a very high level and all other buildings, too. In order to get all the required items, you partly have to go to destinations, that require more passengers than you can actually host at your so far existing terminal. You might lock yourself out of progress in the game by this. So don't be too brave on this, especially on upgrading the terminal. I don't think that you will run into to trouble with the control tower on this. And if you make a mistake with the repair base, that might also be an expensive mistake, because it may result in selling broken planes and buying new ones insted of reparing them for free; but this won't also stop you from progressing. But going too far on the terminal might run you into serious trouble here!

3.) I have experienced, that when you upgrade an unbuilt control tower from level 3 to level 4 and have two quests for completing a level 3 tower and for completing a level 4 tower, the quest for the level 3 tower is solved when you finally finish the level 4 tower. Sometimes the game first only congratulates on the level 4 quest and keeps the level 3 quest as unsolved. When you close the game and start again, it considers the level 3 quest also as solved! So don't give up too easily on this one. Because when you are upgrading to level 5 without the level 3 quest solved, it keeps the level 3 quest open until you have the level 5 quest finished! That might cost you some urgently required experience points.
