General what should i spend/save my tokens for?

There's not a lot to spend them on. Hotels, faster planes (but they have disadvantages when they break, or hoard them for Casino, Bank Mint when they come along (2 weeks ago) Silvers are easy to collect, gold are harder.
Hotels increase your population by 300, so useful.

S1, S2 planes need greens to speed up repair. Only greens.
Spend your tokens only for CBM.
So just keep them.
Dont spend on anything, even Grand Hotel.

Silver are easy to get. If you need more population, don't hesitate to buy a Grand Hotel. You don't need more than one though.
Otherwise, I agree with Robby - save them to buy CBM and then save them to restart the CBM.
S1 and S2's seem to break more often and require greens or a lot of time to repair.

Maybe I'm wrong but I don't think you can buy S3. You can only earn them by flying the Alliance maps and completing those collections. Even if you can, same rule applies. They can only be repaired with greens. Save your tokens and buy a Mint.

Pretty good advice here, @Deth_Aventari .
Question to ask yourself: are you an avid launcher? If you do lots of launches, you'll amass the tokens faster and maybe have some extra tokens to spend on S-planes. If not, save up for CBM...

You should launch till you have no prep.
Maybe 1-2 1st but 20-25 launches a day.
