iOS Tent missing - Rock the sky

After the Update Rock the sky Event has started, I see the Stage but the Tents are missing on my map and when I visit neighbor.
Does someone else has the same problem? Or did I missed something?

Have to upgrade the stage and they appear.

Interesting, I have them on my main where I've upgraded the stage but not on neighbors when I go to visit.

My stage is level 2 and I have tents on my main game in my city and in my neighbors. In a support game there are tents in the city but none in the neighbors.

You know, this is a wacky game. No rythm nor reason. Things work here, they dont work there. But what the heck.

It seems to me that that the "info" should reflect the weird conditions for playing this event. How about the whistles? I get whistles, I send whistles, but they don't show up in inventory or anywhere else. Where are they?

Its at the beginning of inventory after giftable stage 3 items

That's about where I expected them to be. But after 'receiving' them from other players, they did not show. After logging on tonight, there was finally 1 showing. Just 1.
