So, if I click "Send in return", what item is sent out? I think it is the same item I received. So if I don't have that item available, then what item is sent?

Other people can exlpain this in more detail, but every gift has a "slot". That gift changes as you complete your buildings. When you hit send and return it sends whatever gift you have in your corresponding slot at that moment.
Some items like the antennas for Mission Control 3 can also be sent in return, even though you completed that building a long time ago.

I explained there how I think it works and also there is an incomplete spreadsheet mapping the slots.
If you think my explanation is unclear, I'll be happy to make it better.
@SactoDave afaik Every slot can always be sent in return, not only some like antennae. The only exception is when you're too low lvl to even receive the gift in the first place.
