Android Reinstallation Issue No Recovery - Factory Reset

After the latest update, my game would crash on load. I decided to try a reinstall, which after completing the tutorial gave me the recovery option. I selected the right profile and all was fine, I was back on my old airport. After some further phone issues, I decided to do a factory reset on my device. I reinstalled AC, signed in with the same google games/play account, completed the tutorial and never got the prompt for recovery, nor on this new game do I even see the current event occurring (although this may be due to low level).

I've since opened a ticket, but figure I would see if any advice here in mean time.

Android system, reinstall this game, and prompt you to load the game progress of the original Google account when it reaches level 3

I'm currently level 3 and have no received the restore prompt unfortunately. I wonder if the game is confused given the recent reinstalls/factory reset. hopefully GI responds to my ticket soon, really dont want to lose the last 2-3 months worth of playing haha
