I received a "Master Plan" item from user 'whiteboard'. I can't find it on my list of items to send...is this determined by the level you are currently on?

It seems like each person has their own unique list of items that they can send. No clue what drives it though but if I had to guess its something to do with the friend code.
I guess,on tablets the gift list is quite big and includes items which are not included in the mobile gifts list.
