How to obtain items needed for level 2 mission control center

There is no option to watch an ad, and even though it says that you can receive it as a gift, i checked the gift list and it is not there

I recently did finish MC3 by greenies , gladfully the event cars starts dropping greenies again

You may be missing the videos because your platform does not support them, or because you have not started building it yet (you get more videos after you start building it).
For the gifts, each player who is at the same stage as you can send only 1 of the required items for the building. You can post here what items you need and see if anyone has them to send.
