As it is a cap on the price and not fix price from the beginning, it is good.
Just to remind everyone, in the former days (I believe before v7 update) the price was capped at 200 / 100 on sale and then out of a sudden, without any advice from GI, one day the price was adjusted to continue increase with 20 greenies / 10 on sale for each 20 expansion packs. So now they re-introduced the cap, this time just a bit lower than it was before
