Android Airship dock

Hello
I am new player of airplane city , my problem is i have built an airship dock and it is done and it has that green lock on but when i click it doesnt work . Knowing that i have all the required items and i presses " complete " on the items window after the construction time has ended.
Can someone tell why i cant finish the airplane dock bulding , what is missing ?

Check the side missions in the folder on the top left. You have to finishe there too before it will activate
