In-game Alliance chat update: It works if you visit a neighbor and come back. It works if you play for ~5 minutes in the game. So, it you want instant communication, please use the forum, Discord, etc. (and no, the alliance destinations have not been fixed yet)

There are buildings you can visit in your own city and neighbor cities to get the collections. You can also use the Friend in Need and Secret Basement bonuses to make it rain items.
