It drops "very seldom". Best thing to do it to use bonuses that increase drop % (like Sky Captain or Reliable Crew). Of course, complaining on the forum is a tried and true way to get the drop :D Good luck!

You have to get a new one to complete the task.

If a task require you to "Receive the XXX item" it means you have to get a new one after the task started. Older one you already have do not count.

Is it possibly asking you to visit Halloween Shops? I see that you don't have any out in your city. This is just a guess. Others have posted similar issues in other events.
