When I transferred from windows PC to android, I got the exact same game back, but lost all my neighbors & alliance. Pretty sure the gift list was transferred as it was in the original game - I kept my f20.

I don't know that it's any precise level - just saying google play may kick in at any time (or unfortunately, not at all :(). I'd keep on playing, but message GI support again to let them know that google play hasn't restored yet. There's really no reason why GI support can't restore the game...
